In response to questions about the required certification for an energy auditor under the 2014 Qualified Allocation Plan (QAP), the Delaware State Housing Authority (DSHA) released a statement allowing a certification by RESNET (Residential Energy Services Network) in addition to the Building Performance Institute which is already specified in the Qualified Allocation Plan (QAP).  In the statement, DSHA cited the Energy Audit definition in the QAP and research by DSHA into the RESNET (Residential Energy Services Network) certification to conclude that both are in compliance with International Energy Conservation code: International Code Council and all applicable standards.  Accordingly, the architect may hire a professional firm to conduct the Energy Audit that is certified by either of the above cited organizations.

The Qualified Allocation Plan (QAP) provides the guidelines for all Low Income Housing Tax Credit (LIHTC) applications to the Delaware State Housing Authority (DSHA).  The Low Income Housing Tax Credit (LIHTC) is a vital tool for financing quality affordable housing developments available to qualifying low and moderate income tenants.
