The May 2010 Delaware State Housing Authority (DSHA) Council on Housing Meeting happened this week. With budget requests pending and some smaller nonprofit grant requests in process, I expected it to be a routine meeting with no surprises. That was not exactly the case.
The minutes for the April 2010 meeting are here April 2010 CoH Mtg Minutes. I was unable to attend or post about the April meeting due to a closing. From the minutes, it appears I missed the Universal Design presentation.
Susan Eliason presented on the Delaware State Housing Authority’s (DSHA) Asset Management division, which was well received.
Jerry Jones did his usual HDF statement review. During his presentation, he mentioned that the rankings for the 2010 Low Income Housing Tax Credit Applications in response to the Qualified Allocation Plan (QAP) would likely be released the end of June or beginning of July.
The Loan Review Committee presented three HDF requests based on the nonprofit applications and rankings (a new process this year).
The first HDF request presented to the Council on Housing was from the Milford Housing Development Corporation (MHDC) and is attached here MHDC Grant Synopsis and Resolution for May 2010 CoH Mtg. The Loan Review Committee recommended approval of the Milford Housing Development Corporation (MHDC) request, but Russ Huxtable, a member of the Council on Housing and affiliated with Milford Housing Development Corporation (as its treasurer, I think), read a prepared statement outlining issues against the grant synopsis and Council on Housing resolution. In the end, the resolution was tabled and returned to the Loan Review Committee.
The next presentation by the Loan Review Committee was the National Council on Agriculture Life and Labor Research Fund, Inc. (NCALL) request attached here NCALL Grant Synopsis and Resolution for May 2010 CoH Mtg. The Loan Review Committee also recommended this resolution. Russ Huxtable echoed his same comments to the NCALL grant synopsis and resolution. In the end, the NCALL resolution was passed, rather than tabled like the MHDC resolution, and NCALL will be receiving the HDF funds for its proposal to help fix up houses and place them with families in need of homes.
The last presentation was for the Wilmington Housing Partnership (WHP), The Brownstones at Christiana Overlook, which has a similar concept, except these will be new town houses (rather than fixing up existing run down houses) which is attached here WHP Grant Synopsis and Resolution for May 2010 CoH Mtg. The Loan Review Committee again recommended this resolution to the Council. No comments in opposition were made this time and it passed quickly.
The remainder of the meeting was pretty routine.
