President Obama’s Proposed FY 2015 Budget includes significant and needed funds for the Department of Housing and Urban Development (HUD) Programs. While, once again, the HOME Investment Partnerships (HOME) program and Community Development Block Grant (CDBG) programs take hits, other programs get some much needed boosts. The HOME Program is proposed to receive $950,000,000 down from $1,000,000,000. The CDBG Program is proposed to receive $2,800,000,000 down from $3,030,000,000. Despite all the great accomplishments of The HOME Program, it received substantial scrutiny focusing on a few bad apples so it is no surprise that it is taking a hit. Fortunately, those funds and more are still committed to affordable housing programs.
On a more positive note, the Supportive Housing for Persons with Disabilities (Section 811) Program is proposed to receive $160,000,000 up from $126,000,000 and the Supportive Housing for the Elderly (Section 202) Program is proposed to receive $440,000,000 up from $383,500,000. The Rental Assistance Demonstration Program, Project Rebuild Program and National Housing Trust Fund had no funds allocated to them in 2014 but are proposed to receive $10,000,000, $15,000,000,000 and $1,000,000,000, respectively.
Homesless Assistance Grants is also proposed to get a boost from $2,105,000,000 to $2,406,000,000.
Tenant Based Rental Assistance is proposed to get an increase from $19,177,218,000 to $20,000,000,000 but Project Based Rental Assistance is proposed to get a decrease from $9,916,628,000 to $9,750,000,000.
I will conclude on a big note. The Choice Neighborhoods Initiative (the new and reinvented HOPE VI) is proposed to get a big increase from $90,000,000 to $400,000,000.
