On November 10, 2010, Delaware’s Council on Housing (COH)  held a public session. I have posted the following handouts that were provided at the meeting:

Delaware State Housing Authority (DSHA) tax credit overview presentation on how tax credits work, their value, the Qualified Allocation Plan (QAP), the QAP internal process and the Low Income Housing Tax Credit (LIHTC) approval process;

Delaware State Housing Authority (DSHA) housing management presentation regarding its responsibility for project based Section 8, housing choice vouchers, the Family Unification program, the Moving to Work program, processing applications for Public Housing , Housing Choice Voucher program and Huling Cove/Huling Cove Annes, and administration of the American Recovery and Reinvestment Act (ARRA) Capital Fund;

Greenside Manor Loan Review:

This Low Income Housing Tax Credit (LIHTC) deal  involves the acquisition and substantial rehabilitation of a 40 unit apartment development located at 216 Tulip Drive, Seaford, Delaware.  The project  is expected to be financed by the Delaware State Housing Authority (DSHA) from Housing Development Fund (HDF) Preservation loan, Bonneville Mortgage Corp., Sustainable Energy Utility (SEU), and United States Department of Agriculture, Rural Development (RD).  The developer for this project is GSH Properties, LLC.

The Loan Review Committee had previously  recommended to the Council on  Housing (COH) that the funding request be approved and the motion carried by unanimous vote.

Hampton Circle Loan Review:

This Low Income Housing Tax Credit (LIHTC) deal involves the leasehold acquisition and new construction of a 35-unit elderly development located in Seaford, Delaware. The project is expected to be financed by USDA Rural Development (RD), the Delaware State Housing Authority (DSHA) from the Housing Development Fund (HDF) loan, HOME loan, and WSFS Bank.  The developer for this project is Better Homes of Seaford, Inc.

The Loan Review Committee had previously recommended to the Council on Housing (COH) that the funding request be approved and the motion passed with Ms. Louder abstaining.
