Due to mismanagement and corruption, the Philadelphia Housing Authority’s (PHA) five member board temporarily surrendered control to the Department of Housing and Urban Development (HUD) on  Friday, March 4, 2011.

Former city official and currently the Chief Operating Officer of the Department of Housing and Urban Development (HUD)  Estelle Richman has been appointed as the federal receiver for one year to oversee the agency.
